Changing Jets?

I confess that when I saw this picture thought very funny, plus I really think it makes sense to raise the plunger to allow a whole equate the air too.

Does anyone know for sure if the 3rd hole on the bottom of this plunger is supposed to be open and NOT Covered by the plate on the inside? I just need some more verification that I have the plate in correctly?
