Where can I find the laws for what's legal in Nanjing and what's not? I will be living there next year and wanting to know what my LEGAL options are with ebikes, scooters, motorcycles, etc.

IMO I would just wait until you get to Nanjing and see how the land lies so to speak?

Week by week laws/rules change let alone in a year time , what you are told today may not have a true baring on when you arrive.
