    I just heard that a forgiener cannot own Jing B plates. Is that true?

    I think if you get all the documents you can have a "private" Jing B plate, i.e. under your name. However it is easier to have a "public" Jing B plate which the bike is registered to a shell company set up by the bike dealers. You may need to pay bit of extra money when it comes to vehicle inspections tho.

    Chaoyang district. I've seen a few Jing B plates about but I'm not entirely sure how to tell where each ring road boundry ends.

    Yes, will be way to difficult to register a bike under your name as a foreigner! That's why I have it registered under a company. I wanna ride and not have administrative thrills....

    As Laowai u can only register a B plate when u live in specific far out places like HuaiRou. I guess needs to be check at your location.

    Would I have to buy a bike from a dealer or can I buy on privatley and have it regestered by someone else/a company?

    If you buy from a dealer of your trust he will help you with registration.
    If you buy private you can take over the B plate from former owner. As I heard B plates are not necessarily need to transferred to a new owner.
    But I dont know how to verify that statement (typical CN hear say)
