I copied the production numbers and tallied the totals and percentages and they are different then the totals on the report found here. They have a -11.57 drop, I found it closer to -13.5.
For a perspective:
Honda produced nearly 18M power sports products in 2015 globally.
Within China Honda produced 1.7M or about 9% of Hondas global production for 2015 was manufactured in China.
Honda decreased production in China in 2015 by close to 9%, however Hondas overall production is up globally.
Also Honda maintained in 2015 about 9% of total production within the entire Chinese motorcycle manufacturing sectors.
Honda ranked number one in global production for 2015, behind them were Yamaha, Hero MotoCorp, Bajaj and Suzuki. Two of which are not producing in China. The top five: Top spot is Honda and then the rest follow at 6M-2M annually.
The entire top 50 manufactures in China produced 18.9M collectively of that roughly 7.7M where exported.
Consider Loncin with a production of 1.2M and exports of 973K, domestic sales of only 200K
Lifan 1.3M production and 585K exported, domestic sales about 800K.
They all have different break outs, without seeing actual financial statements impossible to know how healthy any really are.

It is obvious they all need to invest in process improvements, better quality and support after sales.
They are still failing in distribution, getting rid of factory direct would be the best way to clean up the industry. Licensed authorized dealers only is the solution, in that for exports they need to get rid of rebranding. Buy up distribution and limit secondary brands.
The government can help with regulation enforcements on emission and safety, mainly safety in production processes. Also stricter lending laws preventing poor performers from restructuring, loss of some production should be allowed to happen.

The solution is in requiring dealerships with a license, requiring they have showrooms and service bays and factory trained mechanics and parts inventory. As factories close jobs wages raised and some employment shifted to servicing and support. Local government should set up technical training schools and enforce licenses and requirements. They should also require the use of RDBM and all vehicles records maintained in databases, with part schematics and digital service manuals. That also creates jobs new jobs and higher paying jobs. As the factory gets more automated then employment moves out into sales and support.
