#1 History of the CG250 w/Balance Shaft

I am interested to learn more about the history of the CG model line. As several have mentioned, there is a lot of great information on the CG series on this site:

This covers the original Honda or Honda-licensed manufacturers quite well. The engine is identified as 167FMM. There are versions with and without balance shafts in several displacements including 125cc, 150cc, and 250cc.
What I can't seem to find is:
A) Any information about when the engine was increased to 250cc (229cc)
B) When the balance shaft was added by most of the Chinese manufacturers. It seems like this must have been a big improvement based on the fact that the balance shaft version seems to be the most common (at least in my experience).
If anyone has any information, anecdotal or that I have missed here on MCM, I be very interested to learn more about the history of these engines.
