Does China have any displacement laws regulation license, registration, use on specific roads, tax, etc?

We see high tech motorcycle engines because many markets (Europe, Japan, Taiwan, Australia, etc.) have displacement laws, and the manufacturers have to get all the performance they can out of a certain engine size. Also, most motorcycle racing is classified by displacement.

High tech engines are cool; I love 'em. However, as somebody that lives in a place without any significant displacement laws and as a guy who never races, I'd rather have the power of a DOHC four valve liquid cooled 250cc delivered by a ~400cc air cooled OHV engine. It would be lighter, cheaper to produce, no larger, have far fewer parts and would be easier & cheaper to maintain.
