My response for same question on chinariders:
It is suppose to come with a MSO just like any other vehicle. The MSO needs to say that the vehicle meets EPA and DOT requirements for on road use in the USA. Never heard of a new vehicle coming with a title, usually the dealer handles the paper work (for a fee) to get a title/tag for you so you never see the MSO or MCO or COO.
My three other crate vehicles came with a filled out MSO that I took to my county tag office along with a bill of sale and got a tag and title(in the mail) after paying sales tax and other fees.
That said, I am still waiting for my filled MSO and bill of sale from the place where I bought my bobber. Luckily I used Paypal and have a dispute opened with the vendor throught them and Paypal is withholding my payment to them. If I don't get the paper work soon so I can register the bobber then I going to cancel the payment and tell the vendor to come get their bike.
I had the same problem when I bought my Qlink XF200 and used Paypal to get the dealer to respond.

Scooterdepo has a very bad reputation according to some on this site. Turns out that the vendor I bought from is scooterdepo under an alias website. It appears that they have multiple alias web sites.

I am going to call up countyimports today and hopefully they will be helpful =)
I have spent the last 3 hours on the phone with DMV here in NY and they assured me that as long as the MSO/MCO says it meets federal regulations they will have no problems issuing a title, so I am quite excited =) I need to buy 4 of these things at once so I hope they give me some sort of deal.
The MSO that came with the bike in the crate is an off road type MSO and DID NOT state " This vehicle and equipment conforms to all ....EPA DOT..." .
My seller promised a street legal MSO/COO and bill of sale and they sent one for a complely different bike.
I'd wait if I was you until or if I get mine straightened out.

I called countyimports MSO department and they swear it is street legal and will come with a correct MSO to title the bike but I don't know if I would put my faith in that... I would hate to have to do a charge back of $9k and go through all the hassle.
I hope they sort out everything for you, this is a really cool looking bike and I know it would be a perfect starter bike for all of my brothers.

EPA Noise Emissions label
EPA Exhaust Emissions label
Something like happened to one of my brothers 5 years ago when buying a roketa "street legal" dirt bike. Turns out that was far from the truth, he had to do a charge back and told the Co. to come pick up the bike and they said just keep it because it wasn't worth their time or $ to ship it back to themselves... point is they screwed him over with the MSO and said it was legit to get registered and when he tired they said no way in hell they were going to let him on the street with it... So he wound up using it as a stunt bike for some shows. This is why I never bought a chines bike myself, but this one looks so damn cool and with an engine displacement this small I know it would stop me from acting like a maniac.
On a side note:
I can say though that these motors with the stock sprockets will have 0 balls and barely push 50-60ish mph with a 145 lb. rider on it. I just got back from Dominican Republic and I had rented a few bikes to get around on, the last bike I had got was one of the chinese CMS 200cc ENDURO and it looks to be the same exact motor in the bobber. This thing was much slower then a yz125 and with the stock sprocket 1st gear would top out at 5 mph if that... So I hope you can get the MSO stuff sorted out because if you do I have quit a few plans for these to hopefully get just a little bit more power out of them and mess around with the sprockets to find a nice balance between low and mid range =) Other then that these motors aren't bad at all and should last quite a long time if treated good.
ok i just spoke with the scooterdepot and they gave me the location of the plate that has all of that information on the Bike. According to the MVC of NJ that and the "Propper" MSO makes it a legit street bike.

Well thye are talking on the phone to you so it may just be ignorance and stupidity rather than outright fraud.
Tell them to fedex the papers overnight so they arrive before the crate, or to use a bonded courier delivery service so the driver can carry the papers with him.

Can you tell me if there is a cap on the bottom right side of the motor where there should be a spindle for a kick start. I think these motors are the clones of the 1968-69 honda's. I know their patent was up a while ago and then everyone started to clone it out. It would be really nice if we could add a kick start to these motos =)
I read those plates the other day and they say that the bike meets the requirements of EPA and DOT ..... so that's good but I still need the right MSO and bill of sale.
Latest email I received from the vendor is below. When I get the papers and they appear to be right I will head over to the tag office and see if I can register the bike. Will let you know what happens.
Good news! I just got back from lunch and checked the mailbox, it arrived today. I will mail it out today priority, should arrive in 2 days.

There are two metal labels pop riveted on the left side down tube with the proper EPA/DOT information. I can't find any of the EPA stamping on the muffler but will check again tomorrow. No way that muffler could have passed Noise Emissions tests. I stuck a baffle up the can to tone her down a bit,

Yeah it would need the clutch basket, gears and recoil spring, along with the spline, and new cover because its not just a cap from what barnone has shown. but thats only if it wasn't included from factory that we know of. We would need to pull that cover and see whats underneath sadly. I believe this is the same motor that they are using for tha heist from Cleveland Motor Werks, or pretty close to it, the only difference it looks like is the casing on the right side with the kickstart. If barnone or Gardo are able to get their bikes regged I'll wind up grabbing a few of these and stripping one down completely to see what can be done. I know right off the bat they will need new exhaust, re jetting, new sprockets. then maybe down the line a small bore if I feel these motors are up to snuff, but that would come in the summer time where there are no waves as a small side project =)

I am 99% sure this is the same exact motor Cleveland Motor Werks is using. You can tell from the case cover. Here's to hoping the dong fang still has all the necessary parts to attach the kick start and just replacing the case cover, or the cover and a spline =)
So many nutcases want to ride with a sore arse! Amazing! I even found some earlier threads on these type of machines so the interest is sustained. They do look good.
I hope this works out for Barnone and Gardo and that our new member Aboshi, who obviously knows his stuff, will hang around and enjoy the ride too.

I have been riding motos my entire life (32) now and I started when I was 4, but due to a near fatal accident I had back on 04 stunt riding for red bull I haven't even touched a bike until 2 weeks ago and now I have the itch, so a nice slow 200cc cruiser is just the answer =)
I really barnone and Gardo can get their bikes regged because these things look like they have so much potential.

Love to get my hands on one to see if it really is a CG125 based engine that will bolt right in.
I don't see why it wouldn't just drop in, and even if it didn't I'm sure it wouldn't be hard to fab the mounts.
GOT THE BIKE TODAY!!!! Whooo Hoo looks great. The shipping cardboard was a bit dinged,and the pallet was destroyed. I made the driver wait till I checked out the bike and was satisfied that it was fine. He was impressed that I made a dolly to transport the bike from the street to my garage.
I did the initial inspection on the bike and it was pretty much fine except for a plastic fastener for the electrical cover box.i called the scooterdepot and after what felt like years on hold for their parts department (issues they stated with the phone system). I spoke with Kelly and he had me take pics and emailed them stayed on the line while I did this and asked some very intelligent questions and directed me on what should be in the pictures. Emailed them the Pics and now need to wait 5 - 9 days for the part. All in all looking at it a small bunjie will keep it shut. I have a ton of them. and they forgot my tool kit. Will post pics later. I did a more detailed inspection and it seems good to go. All the parts
I waited for my brother to get home, he lives 2 houses up, to get it out of the crate, he wanted to share the experience. He's a Harley head and likes the look of the bike.
All in all good size and Barnone your right needs drag bars or apes The seat leave much to be desired as far as cosmetics (its a rubber seat) but seems comfy enough for now.
My mother's husband is coming by on sat to do the oil change, check all fluids, tightening everything up and finally firing her up. Will let yu guys know how that goes
Great news, glad for you. lets hope the paperwork follows without problems. Sounds like the dealers are making just a small effort to be reasonable. Point them at this thread mate, sometimes helps when they realise that you got yours from recommendation and looking in here at Vince's original post - and that a whole world of people is watching, including possible customers like Aboshi for his four!

I found in the pile of paperwork with the Bike the COO found the EPA tags on the frame and the VIN is all over the bike. I emailed them today and asked about UPS 3 day with the MSO?

Good news you got your bike.
No tools came with mine either with is normally not a big deal but I've been jerked around by my seller so much that I am insisting on the crappy tools before I release the money from Paypal. Suppose to be on the way.
The guy I have been dealing with says the correct MSO and bill of sale is on the way and I hope so because I enjoy riding the bike and feel it is a blank palette.
It sure is easy to work on. Nice and simple with no plastic to pull to change the jets or adjust the valves,etc.
It's dying to have a 500cc engine slipped in place of the 229cc current engine. A 500cc vtwin would be nice. We gotta work on that.
I'm trying to get some specifications on the 400cc engine. Maybe we could just fit the top end and crank to our existing engine. That would get around the EPA certification issues. Who is the real manufacturer of that 400cc engine?
One of the Canadian guys over on Chnariders thinks that he can bring the engine into Canada since they have different rules. He is checking.
