From experience, of the larger displacement bikes (Shineray), the 650 & 400 sold by Mash in their range, also Herald sell the 400 in their range also. Benelli, seem to be very good as well,... -

I wouldn't assume the bike has been regularly started, you could try cleaning them, afterall, if you're going to replace them, nothing to lose, and you could add some redex or similar, and run it...
