Interesting indeed, and the date is accurate. These regulations were promulgated at the middle of last year. I do not believe that they are banning the production of non-C3 compliant bikes FOR EXPORT, as this practice surely continues. But it is in effect for the domestic market. This is why the supply of "registrable" bikes has dried up to just the list Lao Jia Huo posted above.
Chinese government is accustomed to ruling by edict. Chinese people and institutions are not particularly excellent at compliance. But short of finding some sleepy provincial vehicle management bureau that is not yet "with the program", it's highly doubtful that any new bike not meeting C3 standards can be registered anywhere in China.

The Yamaha YBR125 still has a carb, but clearly also has a big E3 sticker on the tank.

If it was on production then the impact would be far greater to the industry. Only 150cc or less would be manufactured domestically and all other models could be but those would be by default all globally conforming to the highest international standard.

Carbed 125 and 150 are fine, it's bikes above 150 that require EFI to pass.

Then the CF150 would be on the conforming list and ahead of the standard since it is a 150 and has EFI.
That motorcycle would be globally exportable to any market, providing the demand existed and it did not violate any propriety rights of another.
The same would be true for any production motorcycle that meets the new standard, the highest standard meets all others market standard by default.
I would venture to guess that production for export will loose their current tax incentives unless that production is or does meet the new higher standard.
The new five year set of policies moves towards increasing domestic sustainability and in that reduces export dependence.

Kymco Xciting250 Ri maxi scooters also are legally available and can be licensed in mainland China. The main importer is based in JiangSu, and I know there are ShangHai and HangZhou dealers. Have seen a Kymco Xciting250 Ri in the flesh at a dealer based at the HangZhou motorcycle market July 2010 for rmb49800 - very impressive looking machine.
Current prices are around rmb46000+

Agreed! I saw one of these at a dealer in Beijing (FLH). Looked kinda cool (at first glance, it appeared to be around an 800cc, due to size and profile). Felt nice sitting on it. Build quality looked pretty good.
Yes, I've also hear that <150cc are registrable. I picked up a Yamaha YBR 125 (carb'd) for my sweety - "A" plate was no problem (aside from the ever-increasing price).
Recently, in Beijing, I've noticed a lot of gas stations asking for registration & DL for a fill-up. No idea what the illegal bike guys are doing.

The Venox is very nice, but the price is way too much.
It should be no more then 40,000 CYN...but if it was that price then who would buy a mainland made motorcycle.
