I don't think so, I live near the zhongshan park area in Shanghai and I could easily count 500 odd vehicles a hour passing through that doesn't have a shanghai plate. I mean, people need to come to Shanghai all the time from neighbouring jiangsu province. From what I understand you need to have you're ID registered in Shanghai to even get the plate.

The Shanghai plate is just a load of b****cks in my opinion.

I don't know much about Shanghai, but with Beijing the out-of-town cars have to stop by an office on the intersection of some various ring-roads and Expressways and buy a windscreen sticker allowing that vehicle to drive in Beijing or get some huge fine or other. Obviously being illogical car obsessed automatons there would be no similar facility for motorcycles.
