The only time I think it'll really make a difference outside is in minor crashes. I'm not sure I follow your logic... No registration means no insurance .. Insurance works even outside your resident city. I don't understand what steve is talking about .. Excuse my rudeness, but I call bull' .. Your insurance covers you nationwide.
