how do i obtain my riding license in beijing

Hi all,

i had seen the post on getting a proper bike license but can't seem to locate the post anymore.
I am planning to get a 4 stroke scooter or bike as transportation. I have a permanent residence permit.
Can someone advise me the steps to take and the costs incurred?
Can the bike be purchased by instalment plan?
i am looking at either at a vespa gt250 or similar.
