In the Brazilian Manual, it says that the air filter must be wetted with engine oil but not soggy. It says that you can use engine oil, but I know that some stores sells oil specific for air filters.
As far as I know, the oil in the air filter helps to retain dust particles and not let them go to the carburetor...
