Ducati tries to evade (a part) of the extraordinary import taxes by shipping the main components to Thailand, and assemble there.
From there, it seems the import taxes are lower to most of the Asian countries,

They further kind of dresses down the design, using the cheaper components of the serie (like the double-sided swingarm in stead of the mono-side of the 796).

With that, they created a less expensive entrance model, which will most likely doing better in most Asian countries, where roads and traffic do not cater for hyper sport bikes anyway (talking from experience on the last statement ).
The 795 model will be an "Asia only".
