i would say the top rubber circle is to stop dirt getting to the OHC
the other ones i would remove as they were likely just for production and storage use to

They are for dampening wavelengths the longer the fins the increased amplification of the wavelength, consider a tuning fork, the vibration that carry into the air fins are dampened by these hard rubber wedges. The other Suzuki singles also have those, they reduce conduction of vibrations.

this is a ST250 Tracker, same engine but it is EFI.

Correctly. For other types of engines can be more rubber. For example, this is the motor MZ ETZ. Even my little Tomos has two rubber inserts between the cylinder and cylinder head.

Or, function No.2 - indicator of engine condition: if you feel the smell burning rubber, that means that you just melt the engine.
Ask me nothing - I DO NOT speak english. Really...

    Ok.
I was thinking the same. Against vibration. But I wasn't sure. I thought that if this rubber will have smell I remove it. But now I'm calm. Will it be.
    Thanks

Ya! When I first time started the engine the tachometer indicated 4.500 RPM )))
Through the 5 minutes I felt smells )))
Then engine had stoped. After that I has adjusted the carburetor till 1.500 RPM.
Now everythink is ok. No hot, no smells.
