I live in Weifang, Shandong with my Chinese wife.
We are about to buy a pair of 125cc Yamaha cloned scooters, to take down to Beihai for a few months. ( Weifang is too cold !)
Could any king members give me the procedure of registering the scooters in our names, and the process of obtaining licence plates.
Costs would be a great thing also, but I suspect, this isn't going to cost that much being Weifang.
This is running in tandem with us getting motorbike driving licenses.

I can tell you that it should cost around 300-500 or so RMB to register a bike in Smaller cities in Shandong. The best thing to do is go to the dealer and choose your bikes, negotiate the price and give him/her a deposit of around 500-1000 RMB. Give them an ID card or photocopy of an ID card to register the bikes in that name/s and tell them to phone you when the bikes are road ready and registered, and you'll pay the balance at that time. If you don't do this the dealer could easily keep you hanging for ages waiting or your bikes, as they then have no motivation to help you register your bikes or worse may say its your responsibility to do it, causing delay and annoyance.

How would you feel about buying a bike from a local dealer for say 3200 rmb
or buy the same bike from Tabao for 2300 rmb ?
The local shop said 120 rmb to register the bike, and another 120 rmb to put on the licence plate.
When we asked the Tabao dealer, they said 150 rmb for registration, and another 150 rmb for licence plate.
The only thing putting me off the same bike on Tabao, is,,, if we get a problem with it later, how would any warranty repair be done?

A taobao shop though it is cheaper could have some problems.
1. Bikes could be built up using parts, therefore no VIN plate and unregisterable.
2. No warranty, goods received and signed for are then your problem.
3. Delivery cost adds a whole whack more to the original cost.
4. You'll have to register the bikes yourself (likely a PITA).
Also I think it might be impossible anyhow.
Personally I'd use knowledge of the Taobao price as leverage with the dealer, but it's up to you. If you go with a Taobao dealer and you can in the end get legal registration for your bikes I'd be very surprised.

Her has spoken to the Tabao, and it appears that they are the factory, making / assembling them.
If we want then to register it is extra 150 rmb
If we want them to put number plates on, then an extra 150 rmb
If we want official factory receipt, then extra 100 rmb, her tells me this is a tax swiz, otherwise just get sales receipt as standard.
I was going to request a full and proper receipt, even if it does mean coughing up a little extra rmb.
Then if they are going to register, and put licence plates on it, I am guessing it must be as legal as it's ever going to get.
We don't plan on keeping them long, probably less than 12 months, so if any thing does go tit up, and I can't sort it, then it's off to the local bike repair shops, and see what they can make of it.
This is what takes my interest.

They could be real factory bikes, I suppose but then again Taobao people will tell you anything to get your money and when the goods are delivered they become your problem. I don't understand how a Taobao seller can send you plated bikes, as they would surely be for another province, then you'd have to change the plates to be local anyhow.
It's your risk, if they show up with VIN plates good.

If the total difference is 900 rmb per bike, dude, save yourself the trouble and go with the local dealer.

I was told that one can ride an "Out of Province" bike in another province?
For example, If I was on holiday in Beihai, and bought a motorbike, I could ship it back home to Weifang, Shandong, adn continue to ride it there?
perhaps I misunderstood some thing.
