they may have thought low speed electric bikes would clean up the air, then saw that too many got killed on them?

These are slick, and 40mph would allow you to stay ahead of the traffic, maybe depend on it off the line acceleration. Being to slow is know to cause accidents, less accidents occur if nobody is passing.

Every time someone dies life is so cheap and the population density so high that they have a secret internal party at the thought. What it's about is manipulation, control and keeping the car in a position of elite dominance. Banning or restricting other vehicles is an actively pursued agenda as all the wealthy elite that make the laws have cars, big expensive imported ones, stupid ones that don't even fit in a small Chinese city like BMW, Buick and Mercedes Benz. Near to my area they are cutting down the pesky trees and turning cycle lanes into parking areas because dip-shits that don't need cars don't have anywhere to park them.

I'm a keen mountain biker and all the other mountain bikers I know think these are the work of Satan. They don't want motorized vehicles of any kind anywhere near their precious trails ripping them apart and they don't want to share their trails with fat/unfit/unskilled noobs that haven't earned their cardio-vascular stripes.
Personally I think they have a place especially for older people or those coming back from injury.
Generally I don't understand small scooters/small ebikes etc for a healthy adult male. Ride a bicycle and stay fit or have massive fun on something that can deliver over 20kw of power. Why do you need anything in between?
