From what I understand the EU emissions are stricter, so I imagine that any vehicle that passes the EU by default should be able to pass emission in the USA.
Considering that Shineray should be proactive, compare the requirement and insure that vehicles meet both out of the factory. In that any one of these regional EU distributor can franchise quickly into the USA.
Also pricing is reflective of each market, in that the lowest retail shines light on actual costs at Wholesale. My best guess for prices to distributors on the 400 models is in the lower 2k+ area? Getting these into the US market would be tough, they would have to sell at around 4k+ which would make for very slim profit margins on them. Theoretically these could be priced higher eventually at 5k however as unproven that’s not likely to happen overnight. So in that associated offering the EU brands in the USA would help to accelerate brand recognition in the USA. I would say WK would be the preferred brand of choice for the 400 in the USA. In that they should pick up the 400 standard, they can market it as their RT400. Then in that WK models ordered would go to the UK and also to a USA distributor. To be very smart WK would link to CFMOTO further, they are distributing for them in the UK and in that CFMOTO could distribute for them in the USA for these and combine deliveries? The result would be getting access to CFMoto retail in the USA and also building it with new offerings. The bikes would be branded as WK though for these Shineray models. This would allow for the footprint needed to bring in the SRM/SWM lines.

Pretty much any shiny ray dealer. They certainly have them in the shop in Chengdu but they are such dicks about test rides , they even got all bent out of shape because we dared to sit on the thing.I mean seriously, do they expect people to shell out 30k without even riding the thing?

As it turns out the money is still in my pocket and not his!
Crap customer service aside I think the concept of the X5 is good , a simple air-cooled bike of decent size at a reasonable price. But considering the Zhongshen dealer next door gave me his own bike to test I'm not buying a shiny ray any time soon.

Yes and it is fairly common practice. I'd agree that it sucks, but it can and does happen in other markets, and with some of the better motorcycle manufacturers too.
Case in point. The Yamaha Super Tenere XT1200Z when first released in 2011, wasn't going to be imported by the Yamaha USA distributor. Enough buzz was generated by USA based ADV riders (I might add, despite the BS (bias) penned by so called motorcycle reviewers in some motorcycle magazines stating verbose that the XT1200 wasn't all that ...yada yada). With enough grass-root ground swell in the USA, Yamaha USA relented, but offered the Super Tenere on a pre-consignment paid-deposit up front basis initially - no tests rides. This was termed a pre-delivery program (PDP). Those on the PDP paid their deposit and waited. When the product arrived and was assigned to the participating dealer, the buyer was contacted by the dealer and the buyer had to pay the outstanding amount before they could take delivery of the motorcycle or take it off the shop floor. If the buyer backed out, they lost their deposit. BMW Thailand have done the same thing with the Thai manufactured F800GS. Buyers paid deposits through approved BMW Motorrad shops, without a model to test ride. Some buyers had/have waited 4-5 months before their pre-ordered model has arrived (and sometimes not even in the colour the buyer had ordered - since products manufactured were in batches of colour cycles).
It does happen in other markets, but agree it is not the norm - as it is here.
To be fair to the dealers here, likely if you have no relationship with the dealer then is it fair for them to assume all the risk - given there is no insurance, no temporary dealers plate etc, no come back if you incur a ticket or two, or worse - don't return with their bike? That doesn't mean that a dealer who knows you would gladly offer to let you take a test ride either. However my local Suzuki dealer that I have dealt with for the last 10 or so years, does, depending on what I might be interested in at any given time. However I have bought (paid deposit up front and ordered) bikes here on consignment, sight unseen except for pictures online, or in manufacurer brochure/pamphlets etc. I have also seen a foreigner pay a deposit on a motorcycle Regal Raptor cruiser 350cc, which the dealer had to order in (and pay for) only for the foreigner to change his mind, because it was too big and didn't fit the foreigners plans going forward. This left the dealer holding the bike... it took the dealer a year before that bike to sell. No, the dealer could not return the bike. The deposit the foreigner had paid wasn't a huge amount so it's not like the dealer made it on both ends.
