I does look like a stuck float. Probably some dirt from the bottom of a tank got in the float bowl and blocked it. You gonna have to take the seat off, then the tank so you can get to the carb. Take the carb off and try to clean it with compressed air. Be careful with the float bowl screws though, I messed them all up trying to change the main jet. They're made of some soft material.
