Zipp is offering a 125cc version of the Tekken, are these are manufactured by Yingang or Fuego

I am not entirely sure, not sure if Fuego and Motorhead are actual manufactures. They may be assemblers and in that apply their own VIN?
I personal believe that there is simply to many brand names.
The NHSTA data does not produce any results for me on Fuego or Motorhead. However Yingang does and also details the following.
Makes and Models
Ssr Motorsports
Café Racer 125, Café Racer 200, Café Racer 250, Leopard 125, Patroler 150, Razkull 125

From that it seems that the Legend may eventually show up here in the USA?
