I asked if the engine was EPA approved.
I imported a Chinese mini jeep several years ago so been there done that.

You did not ask if the engine was approved you assumed it was approved, words do have real meanings. In that you have a misconception of how the EPA regulations define an “engine” as compliant. It is as a part of an EPA vehicle certificate which identifies an engine within it. The engine is not complaint unless it is certified with a vehicle. If it is then it can be sold for replacement of an engine in a compliant vehicle.

I cannot imagine how anyone could believe a stand alone engine could meet emission regulations.
