I downloaded the EPA list and have been checking for certain models.
This model came up and its manufactured by Chongqing Rato Power Co., Ltd., but the holder of the EPA certificate is Environ International Corporation? They may have been hired to get the bike through the process of EPA testing. http://www.environcorp.com/services/

The Engine is a 230cc that is manufactured by Zongshen, has a power rating of 16.32hp or 12kw @7500rpm that bike shares an engine with the Zongshen GS250.
Good thing is that it would share some parts and servicing documentation with the Zongshen, bad thing is there is none for that bike either or at least not easily found.

The Zongshen engine is a 229cc OHC 2-valve, its development is off a Yamaha TW200 engine, the head is different and the gear case is similar.
It is being advertised here...

Rato has a couple of 200cc models that look different…the 250 model (229cc) is EPA approved for 2011.
I’ve seen the cruiser (RT200-4) advertised as a Hi-Bird the other bike (RT200-2) is just different…

Needs a battery…will not start…I see that often in adds for the used GS250 bikes.
I think that engine may have a propensity to loose compression easily? I see many for sale used and most have a dead battery and that is because they may get drained attempting to start an engine that has not enough compression to turn it over?
That's a common problem with over boring engines they burn up the rings.

From what I gather, Rato supplies some of the bikes for Mexico's Itallika. One of the guys from Rato started a thread on here somewhere, and as enticing as the bikes looked (taking into account the low-priced Chinese part of it), they only had one EPA certified quad at the time (I think it was '08). If they have other bikes certified, they have not found a distributor as far as I can tell.
