Send the bikes to China with new tyres, don't try to do it there.
The first question we always ask people like yourselves that think they're going to ride China... Do you have a ton of money? If you do, you can work with a tour operator to sort out your bikes, paperwork, and licenses. If you are on a budget, give up now. It's not going to happen.

The reality is that the process to get private vehicles into Ch!na is quite complicated and expensive. People have attempted to do so and few have been successful, privately. The reality requires an approved government guide. You'd be required to submit and have preapproval on the itinerary (route, hotels, dates etc). Bikes would require getting licensed as would the riders of the same (all facilitated by the government tour guide). All costs including everything pertaining to the tour guide (accommodation, fuel, food etc)... all adds to a sizeable chunk of change.
The reality is it's generally seen as cost prohibitive.Learn the rules like a pro, so you can break them like an artist
