Can't you swap out the whole lock assembly?

Also, I don't understand how you got away with the bike if he had your only key! What am I missing?

Loads of scooters ride Yan'an Lu with impunity. I ride it too on the Jialing, but only rarely. There's obviously another "hit hard" crackdown afoot.
