Beijing's new harmonious society

I tried to get the meaning of this story, but it is either very badly written, or just plain fishy ... sorry.
I have been in a much worse case, and I miss very important things not written here.
Not at all blaming you posting this, or denying these things happen though.

An American women of Asian decent (for want of a better word) was walking home at 3.00am (not a very smart thing to do I guess) was harassed by two Chinese men in a car.She runs to a place nearby where there are people.Two Expats help her by escorting her home.

The two said Chinese men who had just harassed her are waiting further down the road.They first beat up the expat man then proceed to beat up the women(brave Chinese men)

The American women of Asian decent then files a police report the next morning with police.

What's hard to understand about that.
