09-21-2014, 12:43 AMI've found a bike, long ago forgotten(judging by the thick layer of dust, and flat tyres) in a residential parkade .it's in an unmarked spot , so the leasing office doesnt seem to know (which escapes me as to why - it's had to of been there a few years now) my question is, can a vehicle's owner easily be tracked down by a citizen from the vehicle's license plate number ?
i'm hoping to track down the owner to see if he/she will part with the bike.

G'Day Marc, you should be able to discover the registered owner through the bikes licence plate, VIN, chassis & engine #. You may need a local to assist you though, there are various Traffic Police databases online that will give you some limited info. Use that info to visit the Traffic PSB to get more info - if they will provide it. There is a YBR125 (road version) that has sat in my place of employment covered and secured bike parking area for years and years, that simply gets moved a little here and there by the security guards from time to time. Hell over on TaoHua Dao (peach blossom island) there is a older CFMoto CF150T VIP scooter which has been laying out its side on a footpath outside a 3-4 star hotel between the trees for years and years too. Both bikes in question have plates and have never been removed. Funny thing is the CF150 is on the footpath opposite and motorcycle mechanic shop. Likely scenario is the owner took the scoot there for some repairs and the cost was probably more than the owner could afford.

there are certainly more than a few 'abandoned' vehicles in and around the city, and in carparks. i've done a quick Baidu search and wasnt able to find an english search engine for plates .
Does anyone on Mychinamoto know of an online tool a person could use ? If anyone is able to track down coordinates/owner to Beijing A plate 06232 (it has a tired old Cjang Jiang/sidecar attached to it )
i'd be very grateful and would be honored to buy you a beer, baijo , drink some time !

In Yangzhou we had a scale of abandonment based on the thickness of dust covering the bike. We would give the bao an a few packets of smokes and he would help us push it out the door ( as they were always happy to see the back of these things cluttering up their parking spaces) People move away to another city and just leave the old bikes behind. Usually put a new battery and a new key in it and rode them until something expensive broke.

Copy down the bike's Engine Number, and then with both the plate number and the engine number, go to:
http://www.bjjtgl.gov.cn/publish/portal0/
to check for fines, etc. That will at least let you know if it was, at one point, a valid plate on a legal bike.
If you do not read Chinese, you will need the help of someone who does.
From there, good luck with a personal visit to the the Traffic Management Bureau to find the owner (the only way).
